drivers: tpg: Fix TPG frame rate settings
Adjust hblank and vblank intervals to match
the expected frame rate for TPG.
Keep the vblank interval minimum of 100 cycles
to provide room for memory write ack to come
ahead of next frame start. Earlier frame start
always comes ahead of memory write ack event for
TPG.
