sched: Config to enable CAPACITY_AWARE by default
CONFIG_CAPACITY_AWARE_DEFAULT_ENABLED lets platforms turn on
CAPACITY_AWARE scheduling by default. Enabling it improves throughput for
heteregenous multi-processor systems.
