arm64: configs: enable IRQ_TIME_ACCOUNTING

arm64: configs: enable IRQ_TIME_ACCOUNTING

Enable CONFIG_IRQ_TIME_ACCOUNTING for Android defconfig. This is
needed by load balancing so that the time servicing IRQ can be
considered when calculating rt average.
