sysctl extern cleanup: signal
Dave Young [Wed, 10 Mar 2010 23:23:59 +0000 (15:23 -0800)]
Extern declarations in sysctl.c should be moved to their own header file,
and then include them in relavant .c files.

Move print_fatal_signals extern declaration to linux/signal.h
