netprio_cgroup: fix an off-by-one bug

# mount -t cgroup xxx /mnt
  # mkdir /mnt/tmp
  # cat /mnt/tmp/net_prio.ifpriomap
  lo 0

  # echo 'lo 999' > /mnt/tmp/net_prio.ifpriomap
  # cat /mnt/tmp/net_prio.ifpriomap
